The Parliament of India is the supreme legislative body of India. It comprises of the President, Lok Sabha and Rajya sabha. The period during which Lok Sabha and Rajya Sabha (also called as Two Houses) meet to conduct its business is called ‘sessions’. The Parliament meets 3 times in a year. They are as under
- Budget Session – During February to May
- Monsoon Session – During July to September
- Winter Session – During November to December
Cost per day – All the sessions put together, the Parliament functions on an average 100 days in a year. The total budgeted cost of running the Parliament is around Rs.600 Crores per year. This means, the cost per day is around Rs.6 Crores.

Whose money it is? All of us know about it, but to prick you again – it’s our tax paid money!
What happened in the previous Lok Sabha? Read what UPA Government had said –
“Each minute of running Parliament during sessions costs the exchequer Rs. 2.5 lakh” This was reminded by the Government to the Opposition as the monsoon session of Parliament was almost completely washed out over the controversy on coal block allocations with BJP insistent on Prime Minister Manmohan Singh’s resignation.
Parliamentary affairs minister Pawan Kumar Bansal said “77% of the session’s business time in Lok Sabha and 72% in Rajya Sabha was lost due to disruptions in this session and asked the Opposition to realize that “enough is enough“.

Now it is the turn of Congress and others, sitting in the opposition. Read what NDA government is saying now-
“We have gathered here before Mahatma Gandhi to pray for wisdom to the protesting Congress and other opposition members and help allow smooth functioning of Rajya Sabha. We hope better sense prevails upon Congress and other members,” Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said.
Hello UPA and NDA – we the citizens are here. Can’t we see what is happening in the Parliament? Friends, it’s our money you are wasting!
Solution –Now it is clear whether BJP or Congress; NDA or UPA disruption in the Parliament is going to continue. Let’s accept the reality.
Given this circumstance, can’t you make a rule that in any given day of Parliament session, a maximum of One Hour can be utilized for Protests inside the house? Rest of the time, the Parliament has to function normally without any disruptions.
In case, the Opposition wants to protest more, they have to do it outside the Parliament. Many a times, we have observed that the disruptions are done for very trivial issues such as ‘somebody spoke something, minister has to answer, member has to ask apology, someone has to resign, some committee to be formed, some investigation to be done, etc. These things can be pressurized even outside the Parliament. Isn’t it?
Can’t this be done? The experts must answer.
Indirect Costs – The loss of money (Rs.6 Crore per day) is quite less compared to the loss of time. The country has to progress and many new policies which are pending in Parliament has to get through to make the growth a reality.
