‘What a speech!’ was my friend’s reaction after our PM’s speech during PSLV launch last year. My uncle was telling ‘Our PM speaks so well in English’. My colleague was of the opinion that ‘He knows good English, but chooses to speak in Hindi, so that he can connect with the larger audience’.
Today, I was also astonished to see the ease with which he spoke in English at China. But immediately after the speech, there was a question and answer session. While answering the first question, our PM chose to reply in Hindi. This has prompted me to write this article – the secret behind our PM’s ‘extempore’ English speech.
Our PM reads a written speech! But the technology he uses is so good that most of us feel as if he is speaking extempore. The technology is known as ‘teleprompting’
What is a teleprompter? How does it work?
A teleprompter is a display device that prompts the person speaking with an electronic visual text of a speech or script. A teleprompter usually consists of two mirrors that are semi-transparent, each mounted on a small, thin stand, with each mirror set at a 45 degree angle. The text from the monitor is visible on the mirror for the speaker to read.
(You can compare this with tripod base stand used for fixing video recorder in marriage functions. The pole inserted to the base looks very thin)
At the base of the mirror is a flat LCD monitor, pointed at the ceiling. It displays the words of speech in a large, typically 56 pt to 72 pt, font. Usually an operator who listens to the speaker controls the speed of the speech and follows along. The operator waits, if the speaker pauses, before moving on.
Though the speaker can easily read from the mirror, from the audience side it looks like a clear piece of glass because of the anti-reflective coating that is on it. During his speech, the speaker simply looks from one teleprompter to the other. This gives an impression that he is looking at the audience while giving his speech.
So, the secret behind our PM’s fluent English speech is a teleprompter. He reads from the written documents, exactly like the President of Congress party. In the latter’s case, she reads from the paper directly whereas our PM uses ‘digital connect’ device to read the speech!!!

I started living in Bangalore since 1978 when the company I worked for
transferred me from Calcutta. I brought my 1961 model used FIAT with reg:no:
WBA-471 by train. Since then I have purchased Maruti 800,Maruti Esteem,Hyundai Accent,Hyundai I-10 Automatic from Bangalore dealers and paid the road tax. On 2014 on a visit to Kochi I found a nice used Honda Brio of 2011 model and I purchased it as I liked the car due to its compact size and performance.(considering the traffic in our city)
The car arrived in Bengaluru on 18-01-2014 with a Kerala Reg:No: KL-07-BS-6050. The life time Road Tax of Rs.49847.00 and a cess of Rs.498.00 was paid on 24-12-2011 at R.T.O.Kochi which was valid up to 30-09-2026. I approached RTO Jayanagar on 05-01-2014 for re-registration of my car in Karnataka. They calculated and told me to pay Rs.56383.00 as Road Tax after depreciation of the car since 24-12-2011 ( over three years). I paid Rs.56383.00 vide challan number CJ 7035958 dated 30-01-2014 ie with in 12 days of arrival of my car and got the Karnataka Registration number KA-05-MP-2854. At that time the time allowed by Karnataka Government was 11 months from the date of arrival.
Then I applied to RTO .Kochi to refund the balance Road Tax and made an application endorsing a copy to the previous owner and R.T.O. Jayanagar.
R.T.O Kochi wrote to R.T.O Jayanagar vide letter no: C13/2318/2014/E dated 30-04-2014 requesting him to report “the genuineness of Change of Registration and payment of road tax”.
Nothing happened.
Then I sent an email to Transport Commissioner explaining the details with scanned proof on 03-12-2014 (after 8 months). I was a fool not to follow up with R.T.O Jayanagar thinking that they are “super efficient” since they got Rs.56,383.00 and was constantly in touch with R.T.O. Kochi. They kept saying they have not received the so called “genuineness certificate” from R.T.O.Jayanagar.
Finally on 26-02-2015 I visited R.T.O Jayanagar (though I am 72 years old, with two pass surgeries of my heart (CABG)) but was refused permission to meet the R.T.O or Assistant R.T.O. Then I was quietly advised to meet one Mr.Gowda sitting at the Shopping Complex who will do the “necessary” things to get a “genuineness” certificate. I refused to listen to that advise and made a hue and cry but the lady handling the cases was stubborn not to allow me to meet the Senior Officer. Then I proceeded to the cabin of the Asst:R.T.O and I was again stopped by a man and took all the papers from me and promised to get the letter issued to R.T.O Kochi. The tamasha went on with excuses that “the case worker is on leave”, the computer is down, the server is down, and many more “usual excuses”. I refused to leave the office and after four hours I was called by the”lady” Hitler and was shown the letter addressed to R.T.O Kochi ( Oh My God there were more mistakes than the number of characters)copy to the previous owner but refused to give me a copy for my personal follow up with Kochi. Then one of the male staff gave me a photocopy which is now in my possession.( free of charge I did not pay any bribe).
I had to visit my younger brother who is undergoing treatment for a brain clot at Kochi from 12-10-2015 to 19-10-2015 and I contacted the R.T.O Kochi and the previous owner about the “genuiness” certificate. Both parties told me that they have not received any letter from R.T.O Jayanagar which should have been posted in the first week of March 2015.
Now I am back to square one and I know the reasons very well.
1.There is no “public service” at R.T.O office in Jayanagar. It is harassment of public.
2.Everyone employed there are pimps of the touts as I was asked who was the agent who got the re-registration done in January 2014 ?
3.People walk in and out of the office and get their job done by paying bribe.
4.I am a stupid idiot to buy a car from another state though I was ready to pay the prevailing road tax and hoping to get a “genuineness” of re-registration from the”registering authority” in Bengaluru where people even ask to go back to their state after paying the Life Time Tax twice. I can not take the car back to Kerala because they will behave the same way.
5.It is one year and 10 months to get at least my partial refund from R.T.O Kochi just because I refused to pay bribe to a “Gowda” for gett
What do you say the senior officers of the Government? I have all the documents to prove my claim more than I mentioned in my comment. After re-registering as a law abiding citizen with in a less than a fortnight when the rules gave me 11 months time, I am still groping in the dark after paying Rs.56,383.00 as Life Time Road Tax for a three year old compact car? I know you can sit in front of a PC and make comments as if Karnataka is not a part of India and no KA registration cars go out of Karnataka. Shame on you and the corrupt Government.
And after making a comment on Deccan Herald and sending the comment to all and sundry I received a copy of the email sent by RTO Jayanagar to RTO Kochi which I reproduce below,

Look at the Car registration number on the subject which is KA05MP3453 but my Car Reg No: is KA05MP2854. From this email which number RTO Kochi should consider. This is not an “unintentional error” but purposely done by the RTO Jayanagar employee to confuse RTO Kochi. Though I pointed it out to all concerned nothing has been done so far. RTO Kochi refused to accept such a stupid email.
The Karnataka Government , specially the Bengaluru Traffic police are on a “mission” to hunt down cars registered in other states, me who got the registration changed with in a fortnight of its arrival (though in January 2014 it was 11 months grace period to change the registration) have to lose a good amount of money just because some illiterate, moron sitting in RTO office at Jayanagar who do cut and paste while sending emails.
Just wait and watch the news that a 73 year old (after 14-11-2015) man have taken “law in his own hands” and shouted and abused the whole bunch of nincompoops working in RTO Jayanagar and has been arrested and sent to jail.
